I was just wondering if i can use the magic card, Level Up! on Horus the Black Flame Dragon Lv6. Horus's effect says as long as it is face up on the field it is unaffected by spell cards. now i asked this exact same question to alot of ppl and some told me i could because its a cost not an effect. while others said no. so please help me with this question

You CAN use Level Up! on Horus LV6 because it is a cost not an effect.

Horus goes to the graveyard and then LV8 is summoned.

It will not work because it says 'As long as this card remains face-up on your side of the field, it is unaffected by any Spell Cards.' So, that includes yours also.

you can use level up on horus lv6. it's not affected by spells but level up's effect is a cost to tribute horus lv6 (it's not immune to costs). so horus lv6 is first sent to the graveyard and then horus lv8 comes out.
