Or can i only summon monsters of level 4 or lower using ultimate offering??

You can also tribute summon. Ultimate Offering gives you an extra normal summon and with a normal summon you may triute summon for something. Also you can use its effect as many times as you want as long as you have the LP to pay the cost.

Ultimate Offering allows you an extra summon, in addition to your usual 'one-per-turn' summon, for every 500 life points you pay. As long as you can pay the 500LP, you can do a summon monsters of any level, with no restrictions.

Yes, Ultimate Offering only give you an addition normal summon but does not limit you in anyway to only Summon level 4 or lower monster so you can Tribute Summon.
