Can monster that can boost thier own attack, like Bazzo the soul eater and dimesnional alchemist, activate thier effect during your opponets turn? Like in the damage step.

nope, unless said on the card it can be activated either turn, like injection fairy lily.

Effects like that can only be activated during your turn, unless stated otherwise. Bazoo the Soul Eater's text even says "during your turn"

"Once per turn" means during your turn too.
