if the blue eyes shining dragon negates the effect of a card like gravity bind will it destroy the gravity bind

if it doesn't can you negate it during my turn but not negate during my opponent's turn

No, the card does not get destroyed, just negated, so if your Shining Dragon gets destroyed, Gravity Bind's effect is reactivated.
