Yes I beleive you can. you see miracle fusion says at the end (this is treated as a fusion summon) and in king of the swamp it says you can use this card as any FUSION material monster. so the awnser is yes

Yes you can and it can be on any elemental hero monster that you can sub so for shiig flare wingman if you have sparkman in your grave and king of the swamp you can summon him
