ZTE HSDPA USB modem seems

ZTE HSDPA USB modem seems to install OK on DELL inspriron 6400 running XP but will not connect to internet and always gives an error message saying 'cannot connect modem is in use or not installed correctly'. Tried unistalling everything (inc internal modem) reinstalling etc many times. Modem works fine on other machines including identical Dells. This problem was present from new. Any ideas?
