Zero Carbon Dissertation HELP!?

HI i have been asking for advice for a question for my ZERO CARBON dissertation for some time... i want to base it on either:

The build quality of homes

UK government Policy on it

How much carbon offset is actually achieved.

Can anyone help me with references, reading material, any sources of advice. Any suggestions for a better question will be welcomed. I want the question to relate to construction in the UK. Your help and ideas will be much appreciated. Thanks
