I think the question should rather be, "Can the Government sponsor another well looked after Zoo in RSA. Zoo's eat money and mismanagement will make the animals suffer.

There is a zoo in Bloemfontein, nothing spectacular and incedibly small and poorly maintained when compared to the zoos in Pretoria and Johannesburg but there is definitely a zoo there, I've been there myself.
