Zoom up pictures on GIMP or other free programs?

Is there any way that I can zoom up to a picture and save it like that?

  1. In the Gimp program

    Open the image

    Go to Image> Scale Image> Enter in Numbers larger than the given under Image Size

    The chain link next to it will keep aspect ratio if the option is on, the chain link will be unbroken if its activated.

    Save the image
