can a jeep wrangler tow a boat

I have a 1999 Jeep Wrangler Sport, 4.0L, 5-sp manual. I pulled a 17 ft fiberglass ski boat with it for 3 summers. It did OK, there was enough power to pull it, but the front end was very light, especially on a bumpy road. I almost never used 5th gear, it was hard to maintain highway speeds if I shifted into high gear. Also, I always used low-range 4wd to pull it out of the water; that probably wasn't necessary but it was certainly less stress on the clutch.
So the answer is yes, but a smaller boat than what I had would have been a lot better suited for my Jeep
