Of course you can... just remember, the coffee you get in Europe is VERY STRONG.  If you like your coffee a little weaker, ask for an extra cup of hot water so you can dilute it.

Assuming you mean in the bar/restaurant, of course you can...you'll just have to pay cash rather than bill it to your room.
