A fob is an offensive word standing for "fresh off boat". you use this term do describe international students/tourists who are from overseas in your country. THey don't necessarily come "off the boat though"...

I think the term has something to do with refugees...since they arrive to other countries via boat

it's kinda a degrading term but ppl still use it anyway.
