WTO is not anti-third world. It might appear at times to be so, because to become a member state, the country has to meet certain criteria. Many developing countries have difficulty putting in place the requirements for WTO membership. Generally, developing countries have less efficient governments and government mechanisms, which preclude them from membership.

The major criteria that keeps developing countries from membership is transparent and clear business guidelines. If a country can fix this, they ussualy achieve membership.
