  1. Most new homes in the USA have OSB tounge and groove sheets for flooring. This osb board can tolerate rain for a few months while the house is built, Often the edges of the board expand along the joints. This is easily fixed by using a floor sander after the roof is on. This is often done and is not a problem. If your builder used particle board, it may be an issue, but not so much with osb board, a floor sander on the board edges will be fine.

  2. it may or may not cost you anything but tell the builder to replace those boards. neither of you can control the rain but you wont be able to put a hard wood floor in with warped boards

  3. Once pressed board has been wet and expanded like that it is no good..whatever flooring you have to put over that will have high spts in it..It's the builders coordination..I would tell him to replace it or i wouldn't give him a penny untill he does...You are paying for new work not damaged merchandise...i am a 37 year experienced paint/contractor..now retired from it..but I would not pay a dime for that..he should have had the sense to either cover it or not have the roof open like that with the wether showing ANY chance of rain at all..

  4. before you tell the builder anything, ask him what product he used osb or particle board.  what brand and what company.  then look up the consumer report rating on what he used.  from there make a decision.  by doing research you will avoid a possible argument with the builder.  but there is products out now that can be exposed to the elements for months before any damage set in.  once osb or part board start to delaminate, there is no saving it.
