<meta html dosen't work in blogspot!?

Question

Ok so I got a page transition code which is <meta http-equiv="Page-Enter" content="blendtrans(duration=2.0)">, Exept when I put into the header or the add html code, either it automaticly erases it or it just won't reconise it. Any help?

not proper xml (blogger likes to have nice xml and xhtml ) and ie is the only browser that could see such effect
