Caseworker or Social Worker...The itemized bills from the hospitals and clinics can be forwarded to the caseworker who will inturn start the processing for retrocert...Depending on State terms, I am in MO retrocert can go back for 3-6 mths...Just notify the providers in which you have a balance owed and explain that the previous months are pending medicaid eligibility.  Medicaid is not timely filing for 365 days which means that the bill is not deemed late by Medicaid standards until then...Caseworker may also request the previous medical records also...Be patient because there is no timeline for approvals...Hope this helps...
