  1. Noggins refers to blocks of wood that are usually added to the main structure of a building to help either mount something on (a noggin in a stud wall to s***w a switch box to) or to provide some bracing (a noggin in a floor looks like two pieces of wood in an X shape which stops the joists from twisting). It can probably mean other things but is a block of wood in one form or another.
