"Atlantic storm Bertha may soon turn to hurricane." What happened to "Arthur?"?

Here's all the 2008 hurricane names. When did Arthur become a hurricane? Bertha is the 1st one I've heard about.

TS Arthur just kind of fizzled out in the Atlantic!  Living in Florida, I hope they all do that!

Arthur came and went. They don't have to be a hurricane to get a name.
