  4. If you're in America you can actually let the government help you on this

    The US Geological Survey publishes topographic contour maps -usually simply refered to as quads*-that use the  1:62500 scale or one inch =62500 inches or basically an inch to a mile . In practice that's too big a scale for an urban area so then you go to the USGS maps that are on the 7.5 minute scale and you have a 1:24000 or one inch =about 3/8 mile

    *The term "quad" refers to the fact that the maps are a quarter of a degree by a quarter of a degree or fifteen minutes per side

  5. It would depend on how large you want the map to be. If you have say, 6 blocks in a mile, those six blocks would take up one inch if 1"=1 mile, but would be a microscopic spec if 1"= 500 miles. You wouldn't even be able to draw the blocks. So the other side of the coin is the amount of detail you want.
