  1. I don't know, but "a little icing on top" means there's a just a little superficial extra on a certain thing.  So maybe what the sentence conveys is that India is just like Sudan with just a very little advantage over the later country (Sudan)?  Not sure.    


  2. Whoever might have said it, it shows that he /she is totally ignorant about the two nations, which cannot be compared at all .

  3. Overall, India is as poor as the Sudan. Isolated parts of the economy are improving, but not enough to effect the overall picture in India.
