This is really, really interesting!  Okay, here we go:  there are all sorts of laws in nature...survival of the fittest as in the larger animals prey upon the smaller ones, the strongest male animals get the females so that the species will survive...natural disasters like Hurricane Katrina wipe out whole sections of a state...floods kill people, ruin crops...

    perhaps you were thinking that some of those people who were displaced needed to be displaced?  Perhaps evil flourishing you meant that if natural selection did not exist more evil people/animals survive?  I'm going to be thinking about THIS for quite awhile!  Thanks for the wake-up!
