"While walking up the stairs." What does this phrase mean?

I don't remember the French words of it. It's a common phrase in French. I've seen it used in a couple of movies. I don't understand why the French find significance in things they observe while walking up stairs. I've actually tried to note what I think of while doing so and mostly I don't think of anything other than trying not to stumble over my own feet while doing so.

Clemenceau (à French politician from the early 20th century) is supposed to have said: "the best moment in love is when you walk up the stairs", which means that expectation is the best of pleasures.

from my point of view, it means the problem a person face when he or she is trying to get to the top or to a higher level. I jsut think so I dont know. Hehe. but if this makes sense to you than cool! gd luck in finding out the meaning!
