"Windows XP Antivirus 2008" virus change back settings Plz help!?

Question

So I removed this virus that messed up my computer, but now when I go to "Control Panel-->Appearances and Settings", tons of controls are gone! (e.g. change backgroud, screensaver, etc.) Somehow my system restore is messed up, too. Can anyone help restore the changes made by the virus? Thanks

I had power antivirus 2009 http://www.nicklockard.com fixed my computer.  He explained how this infection I had was based off the same infection you have.  He helped me, I know he can help you to.
