Since both of these statements are physically impossible, it is a statement of Utopia.  It could be changed to be useful, such as: "ecological sustainability guidelines cannot be separated from design and all designs must attempt it"?   It really means that you must design with best intentions towards the environment where the acts are economically achievable and that your design should show these principles.
