which is right ,or both of them are right . should i use "will join" or "joins" ,or both of them

First, consider posting your question in a more appropriate category.  Special Education is for questions regarding students with special needs (autism, ADHD, cognitive impairments, cerebral palsy, etc.)  There is a Homework Help section which would be a better choice.

But since I am kind of a nerd for the proper use of the English language:  Neither sentence is correct as you have written them.  I am guessing that what you really meant to say was either:

"I hope that he will join the army after graduation."  

or

"I hope that he joins the army after graduation."

Either of those sentences would be grammatically correct, but the first one is better, since "will join" implies the future, and "joins" is really present tense.  So go with the first choice (with a capital "I") and consider adding the word "that" since it would otherwise be implied anyway.

"I hope (that) he joins" and "I hope he will join" are both correct and very similar in meaning but I'd go with the second.
