  1. It means the predisposition of the latest thing mentioned.

    latter= latest

    Example: An overweight person who thinks diet is their issue, might say: "Some people have a diet which is very healthful, but others seem to have difficulty limiting their snacking and intake of fast foods... I have the tendency of the latter."

  2. LDS is correct - when someone is talking about multiple things (usually two), they use "former" to describe the first thing, and "latter" to describe the second/last thing.
