  1. If nothing has been deduced or added to this statement then this statement, as you have mentioned or  " quotation" may mean as follows....in my point of view ....as a biologist:

    But, at first, before going into an explanation...... I think the statement should be " bones are the level arm of MUSCLES"....there is a misprint perhaps in the word muscles....

    So, as you know the role of bones in our body. They play a SUPPORTIVE role, if there were no bones we could not have any  muscle functions, such as stretching, contraction or rotation and others.

    Only thanking to BONES we are able to make our muscles function.

    So, they are to support the muscles " JUST LIKE AN ARM or arms" in an arm-chair where you sit and feel comfortable.

    I think " bones are the level arm..." is just a metaphoric or comparative use to  justify the function coordination of bones and muscles.

    No bone is important for any  of body movement functions without muscles and similarly no muscles are  able to perform any movement without the support of bone.

    I think the word " level arm" is something to do with " the coordination of both"; bones and muscles.

    Beside this, nothing comes into my mind.

    but, by the way....where did you find this statement....Could you leave a FEEDBACK in comment...please.
