"the pcs number you are calling is temporarily unavailable" what does that mean?!?

im looking for my dog, found this number in the local newspaper with similar descriptinos as my dog and when i call it gives me that answer, what does it mean?! will it work? can i call back later?!

Try it later.  There's some reason why the call won't connect, so its "temporarily unavailable".  It should still be a good number, otherwise you'd get a different recording.  Good luck with finding your dog!

Sounds like they did not pay their cell phone bill. Just keep trying to call. Most likely, they will get the phone back.
