"woolly gangs"?

Im doing a quiz, its a cryptic one about plants. The answers are plant names. for example one of them was:

"Not a friend" 7 letters

Answer: Anenome

I'm stuck with "woolly gangs" (5 letters) please help.

A group of sheep or a gang of sheep, which are woolly can be called a flock, change the spelling to phlox and you have a 5 lettered plant that means woolly gang.

I hope that fits, it took me quite a while to come to that conclusion.
