"you have entered a restricted code"?

Question

ok, so i play an online game and you can pay a couple bucks for access to extra features, one method of payment is by phone, its long distance and when i call it, i get a messsage saying "You have entered a restricted code" Does this mean my phone doesnt have long distance calling(which means i need those phone cards)?
