i just downloaded a music file in .rar format

How do i open it?

Where do i download the program?

and i dont want to pay anything?

get winrar from download.com. That will do the trick

.rar is a compressed file like a .zip file

search for winrar

download it...its free

now you can open the file HOWEVER....it could be a virus inside the file so scan it with an antivirus program first

Download 7zip (http://www.7-zip.org/). It's free. Once you have it installed, right click on the file and select Extract Files and then it will put out a folder with the mp3's in it.
