  1.  They are called self shear bolts. What you have to do is drill out the center of the bolt and get a s***w remover and get it out that way. It is not easy at all and rather a pain in the a*s. I had a similar problem on my 83 pickup (idk if it is similar but..) and i just replaced the ignition lock cylinder without taking off the whole mounting bracket.  and it was much easier and fixed the problem.
