does the music recognition on the tocco cost anything each time you use it?

It should just be a monthly charger regardless of how many time you use it.  Call customer service to verify

not really it only works on files already on the phone! (ones you have already browsed and downloaded)

The cost to download music files online depends on your tarrif as its under normal download limits. the recognition feature is like the CDDB from itunes and only sends/recieves a very small amount of data.

Also this service only works with certain network providers (not including Orange-UK)

no it doesnt. well it might do. it depends if you get a free monthly internet allowance on your phone, cause basically it just connects to the internet and finds the track that way.
