 Stress fracture is nothing. You wont need casts or any repair. It will be uncomfortable to walk at first but a couple weeks and he will be better and two months he can run again.

Depends if there are traces showing that his condition was already there before he went to training or not. He might not be covered if it shows that their were traces there before he entered basic. Talk to his recruiter.
