1. rabbits are... kinda dumb. i tried the whole harness thing, but the little guy refused to walk with me and was darting in all directions nearly choking himself when we stopped. I eventually gave up trying but tied a long leash around a tree in my back yard to which i hooked up his harness so he could spend the afternoon outside with a little more room. never leave them unattended outdoors... the beasts are chewers.... i left mine alone for no longer then 15 minutes and he already was going at the leash. also if you have racoons, dogs cats or anything that eats meat in your neighbor hood, they wont think twice before making a tasty treat out of your bunny. just keep an eye on them at all time when letting them outside. and dont let it eat grass with fertilizer or pesticides, i know it sounds like a stupid statement, but you'd be surprised how many people dont pay attention to what their animals eat.

 2. I think any age is probably fine, as long as it isn't still really small and as long as the harness fits properly. You don't want it to be too loose or too tight, you should be able to slip a finger under it easy, just like a dog's collar. Also, let your bunny walk around inside in the harness for a few minutes a day for a couple weeks until it gets used to wearing it, so it doesn't freak out when you bring it outside on it. Just let him or her get used to it and don't rush anything.
