ok well i went on my friends page and looked at her pic and she had this really cool pic because she put like sum not effects but just cute things on it and it didnt come from blingee or imikimi so plz dont say that but do you know where i can make my pic.....my picc...pretty lol as in the graphix

Photoshop would be the best choice.

But there are websites that allows you to upload pictures and add cool effects.

Either you can download PhotoFiltre for free from here: http://www.photofiltre-studio.com/downlo... or once you upload an image to PhotoBucket, you can edit it and use the decorative tab.

Those are the two ways I use.
