  1. When you have an exponent to another exponent you multiply the exponents.  For example, (a^b)^c = a^(bc).  In your case,

    (a^(-5)b^3)^(1/2) =

    (a^(-5))^(1/2)(b^3)^(1/2) =

    a^(-5*½)b^(3*½) =

    a^(-5/2)b^(3/2) =

    b^(3/2) / a^(5/2)
