  1. That's a toughie but an article on stains at Scott Common Sense gives a good tip:

When your favorite fire engine red polish takes a spill, it can produce quite a scare! But to make sure you only show off the color on your nails, apply nail polish remover to the stain and lightly blot the stain with dry paper towels. An important caution: Make sure to test the nail polish remover on an inconspicuous area of your clothing, furniture or carpet to make sure the item is colorfast. Next, apply dishwashing or laundry detergent mixed with warm water to remove any residual tint. If the stain remains, you may also want to try a 50-50 mixture of hydrogen peroxide and water. Apply it to the stain, gently blotting, until it vanishes completely.

  2. This happened to my girlfriend and I used nail polish remover , then a enamel remover only on the spot. I used a small brush and applied a coat and then hand washed and then again with the enamel remover and again hand washed and the nail polish was removed.  You can buy both the acetone and enamel remover from your local supply store. It is applied with very small brushes and washed quickly. You have to be careful because these will remove color from clothing of color but work well on whites. If you are careful, quick and wash in a mild soap you can remove nail polish from bright  colored clothing.

My girlfriend said she had tried everything and failed. I tried the combination and it worked great. One dissolves the polish that has hardened and the other removes the residue. Needless to say I was the Prince that saved her favorite little black dress. Believe it or not she usually gets it on at least one piece of clothing a week so I am busy. If you take your time you can save this piece of clothing.
