Most rockets spin when they launch, adding a weight to the rocket to attempt to correct weathercocking would cause the rocket to spiral due to the force imparted on the weight by the spin. Larger rear fins might help with spin, but this would also increase the weathercocking force, only one way to find out if you could compensate for this.
