Hi, I myself have 2 Parakeets and they are very fun to have.  Now one of them is afraid of humans because I got it from my friend when he moved away.  It was living with another bird before it died, do thats why it never got used to humans.  One the other hand, my other parakeet is very friendly and likes to sit on your shoulder and talk to you.  He can talk a little, but you said that was unimportant anyways.  

You will not be able to have the bird out of the cage right away.  You will have to train it to sit on you finger first and have it get used to you.  But once you do that, it will be a very fun pet.

Parakeets can live 8-14 years, so they have a good life span.  They also are a fairly cheap pet.  They cost around $20 and then the food is not extremely expensive either, and depending on the size of the bag of seed you buy, it will probably last you about a month, a little more probably.
