Best bet would be an airplane. but as far as cheap goes, I would suggest: a lawn chair, some very large helium filled balloons, and a fan of some sort for steering. and you might want to take a small bb gun or something to shoot the balloons when you're ready to land

I think both TAM and groupo TACA should fly from Brasil to Mexico City.  I flew TACA once, and thought the service was really great
